Report of Periodic Review of Existing Administrative Rules
Per GS 150B-21.3A, the Board of Examiners of the North Carolina Fee-Based Practicing Counselors has conducted an analysis of each existing rule and has made an initial determination that each of our 13 Administrative rules is “necessary without substantive public interest.” Our Administrative Rules can be found online at this link through the Office of Administrative Hearings website: http://reports.oah.state.nc.us/ncac.asp?folderName=\Title%2021%20-%20Occupational%20Licensing%20Boards%20and%20Commissions\Chapter%2045%20-%20Pastoral%20Counselors,%20Fee-Based%20Practicing
The Board of Examiners of the North Carolina Fee-Based Practicing Counselors invites anyone who would like to review these Administrative Rules and provide comment to please feel free to do so. Comments may be submitted in one of two manners. Via email to:

The comment period is September 1, 2015 to November 1, 2015. G.S. 150B-21.3A(a)(5) defines “public comment” as a written objection to all or part of a rule. In order for the Rules Review Commission to determine whether the public comment has merit, the public comment must address the specific substance of the rule and address any standard of Rules Review Commission review, as set forth in G.S. 150B-21.9(a).
